The potential harm that can happen to an inmate, who is subjected to extended periods in isolation, must be weighed when segregation is employed as a response to unwanted jail or prison inmate behavior. Any segregation time imposed must be directly related to an articulable, genuine, penological interest. Additionally, those inmates in segregation have a legitimate expectation that they will receive the same basic staples and services as those inmates in general population. My years of humanely managing inmates in jail and prison settings coupled with my experience as the principal designer of the department of corrections inmate disciplinary system allows me to present my self as an expert in this area.
